International digital cooperation: the contract for integration between the Russian RSTrade and the Singapore CamelOne electronic platforms is signed

In September 2018 at the session of the Russia-Singapore Intergovernmental high-level commission the Memorandum of cooperation between the Russian RSTradehouse and the Singapore vCargoCloud companies was signed. In following up this agreement on November 14, 2018 in Singapore at the Center for Overseas Promotion of Russian High-Tech Companies and the Presentation of investment projects (hereafter – the Center), which was opened in Singapore in December 2017 on the initiative of the Russia-Singapore Business Council with the support of the State corporation “Rostec” there was assigned a commercial agreement between these companies. This agreement secures the integration of these two international electronic B2B platforms managed by the companies.

The Russian company manages RSTrade platform (https://www.rstradehouse.com), and the Singapore one – CamelOne platform (https://www.vcargocloud.com/our-solutions/our-platform). The first platform provides the complex of the services on the organization and administration of the international cooperation between manufacturing companies. The second platform provides services on its logistics and custom clearance automatization.

After the completion of the integration procedure these services will be available for the clients at both platforms at the same time. This will increase the opportunities of the clients from different countries. Furthermore, this will make it possible to create a new electronic gateway between the companies from EAEU and ASEAN countries. It should be mentioned, that the integration of these platforms is especially prospective since in this year RSTrade has become a part of the consortium of the companies implementing the project to develop the Eurasian technology transfer, industrial cooperation and subcontracting net, i.a. providing the foreign economic activity automation tools at the Eurasion information support system platform implemented under the auspices of the Eurasian economic commission.

In summary of the signing the Deputy Chairman — Executive Director of the Russia-Singapore Business Council Sergey Pronin said that in 2019 the question of areas of cooperation between EEC and the Government of the Republic of Singapore is going to become one of the main in the negotiations. In December Russian business is going to take part in a preparatory working meeting within the framework of the currently being established subgroup on collaboration on economy digital transformation between EEC and the Government of the Republic of Singapore chaired by Karine Minasyan – Board member (Minister) for domestic markets, computerization and ICT for the EAEU. The Russia-Singapore Business Council is also going to participate actively in this meeting and in the work in this area in general.

Desmond Tay, vCargo Cloud CEO, made such comments on the signing: “The cooperation agreement with RSTrade encourages VCC to expand CamelOne global network broadening its scope in Russian regions and EAEU countries”.

It should be reminded, that on May 21, 2018 during the 2nd meeting of the joint working group on the interaction between EEC and the Government of the Republic of Singapore it was suggested to develop institutional cooperation frameworks on the digital agenda. This should be made within the frameworks of the joint working group between EEC and the Singapore Government through forming an expert subgroup on the questions of collaboration in the field of economy digital transformation. It was this venue where the first acquaintance between the representors of the RSTradehouse   and vCargo Cloud took place. First expert proposals on digital collaboration with Singapore came from EAEU business community and authorities and were already discussed in September within EAEU and in October during the Eurasian week which took place in Erevan. Signing the contract for integration between the Russian RSTrade and the Singapore CamelOne electronic platforms is the first significant result of the work on the international integration of digital services.
