"When discontinuing the risks of production interruption, insurance payments are provided for destructive events that technically don’t allow to continue the production. These include explosion, fire and the other destructive factors that block production. The introduction of measures to limit the coronavirus isn’t classified as such events," - said Galushin. He highlighted: "for example, the risks of changes in the situation or overproduction, downtime for these reasons and the subsequent lack of profit are not covered by insurance, this is the responsibility of the business itself."

The situation is completely diffrent with liability insurance for organizers of entertainment events, Galushin said. "If the insurance contract provides for the insurer's liability in connection with the decision of the official decisions of the authorities, the insurance payment will follow. But everything will depend on the provisions of the contract. If you include more specific wording in it - for example, the risk of canceling the event due to the official announcement of mourning (if mourning accounts for the planned dates of the event), payments in connection with the cancellation due to countermeasures to the coronavirus are impossible, "said Galushin.

Payments under insurance programs for equipment acquired through leasing in the event of downtime due to government measures (for example, downtime of carriers operating passenger airplanes) will also not follow, the expert notes. "Here the situation is similar to that in which enterprises basically have loans. Now it is especially difficult to survive small and medium-sized businesses with income gaps for reasons beyond their control and maintaining the obligation of regular payments," concluded Galushin.
